Prod snuba ClickHouse runs ZooKeeper 3.6.3 (getsentry/ops salt/states/zookeeper), and the official image is multi-arch. With ZooKeeper back, Kafka 7.5.0 runs in ZooKeeper mode again, like prod's Confluent 5.5 brokers and like CI before this PR. The image comes from Docker Hub until getsentry/image-mirror#48 publishes ghcr.io/getsentry/image-mirror-library-zookeeper:3.6.3.
