It only limits queries with tenant_ids.cross_org_query set or a referrer in cross_org_referrer_limits. No config sets cross_org_referrer_limits, and cross_org_query is only set by the outcomes routing queries, which read storages the policy is not configured on, so it passes every query through.

Removes
CrossOrgQueryAllocationPolicy, its tests and thecross_org_referrer_limitsschema property.It never limits a query. It only acts when
cross_org_queryis set or the referrer is incross_org_referrer_limits. No config sets the limits, and the only queries withcross_org_queryread storages where this policy isn't configured.The resolver skips unknown policy names with a warning, so this can merge before or after the config cleanup (getsentry/sentry-options-automator#10394).
Also removes comments claiming this policy gates
outcomes_cross_org_hourly. It never did.
