Adds the PROP-17 row and entry to the proposed-experiments register: hypothesis H17 (≥95% required-block recall, ≥50% token savings, injection recall ≥0.9, hesitation rescue), design summary and decision rule. The pilot data and templates are internal (scratch) for now.
