Step 3 and the Reference Files table listed these as co-equal references, but all three docs agree on the hierarchy: principles are gates (metaphor 3x), phonosemantics is a tiebreaker (sound 1x). Reorder and annotate both locations so the priority is visible during generation, not just during evaluation. Closes #42
