The per-row alert actions added in #833 (contextual action: identify device / update agent, and dismiss) and the row click navigation from #827 all work, but the action buttons are gated behind opacity-0 group-hover:opacity-100. On phones and tablets there is no hover, so the buttons are invisible (though still hit-tested), making "dismiss alert" and "identify device" effectively undiscoverable on the installed PWA.
Expected: on touch devices the actions should be visible (e.g. always shown on coarse pointers, or revealed on row tap/expansion).
Verified in app/src/pages/Alerts.tsx (~L360-380) on v2.28.35.
