What & why
Adds integrations/continue-dev/CONNECT.md and TOOLS.md for the Continue integration requested in #149's body (its title currently says Windsurf). The guide covers Streamable HTTP, requestOptions.headers, local secrets, and an always-applied project rule. It preserves the distinction between agent instructions and executor-side enforcement.
