What & why

Adds integrations/continue-dev/CONNECT.md and TOOLS.md for the Continue integration requested in #149's body (its title currently says Windsurf). The guide covers Streamable HTTP, requestOptions.headers, local secrets, and an always-applied project rule. It preserves the distinction between agent instructions and executor-side enforcement.

References: Continue's current MCP guide, config.yaml reference, local-secret documentation, and rules guide, linked in CONNECT.md.

Test plan

  • Parsed the YAML configuration and rule frontmatter with js-yaml; verified the secret reference remains literal and alwaysApply is true.
  • Checked relative documentation links and git diff --cached --check.
  • Compared the five tool names and action policy with the existing integrations.
  • An authenticated Continue session was not available. The guide explicitly says this and includes manual connection and blocked/needs_human checks. Draft pending that validation.

Before you open this

  • Commit has an author-matching DCO sign-off.
  • Documentation-only; no runtime, tenant, or extraction behavior changes.
  • Follows the existing CONNECT.md / TOOLS.md structure.
  • Authenticated Continue smoke test.
