Summary
Register the GoALLC workflow path on the default branch so pull requests can execute and validate changes to the full workflow definition.
This bootstrap version intentionally has only pull_request and workflow_dispatch triggers. PR #88 carries the final push trigger together with the build infrastructure it exercises.
