* Force the use of Bazel 8.5.1 to workaround a Bazel issue where
some of our implicit dependencies like (@bazel_tools and
@rules_swift) are mutually incompatible in Bazel 9.0.0.
google/flatbuffers#8920 eventually fixes
this.
* Replace --action_env with --repo_env to correctly configure
the compiler in Bazel 9.0.0

Force the use of Bazel 8.5.1 to workaround a Bazel issue where some of our implicit dependencies like (@bazel_tools and @rules_swift) are mutually incompatible in Bazel 9.0.0. Set max_compatibility_level=3 for rules_swift flatbuffers#8920 eventually fixes this.
Replace --action_env with --repo_env to correctly configure the compiler in Bazel 9.0.0
