Fuchsia CPU frequency counters land in generic process counter tracks, and Fuchsia traces have no CPU idle tracks at all, so they cannot be inspected with the UI views and SQL queries used for Linux and Android traces on the same hardware. Extend the Fuchsia importer to emit CPU frequency and CPU idle data into the standard cpu_counter_track schema, so the existing UI plugins and SQL queries work unchanged on Fuchsia traces.
