Scope
- A pluggable per-ecosystem "bump verifier" slot in the version stage: final bump =
max(commit-derived bump, API-diff-derived bump). Advisory-only mode first (report, don't override), then enforcing.
- First plugin: cargo-semver-checks — run against the published baseline for lib crates (parallel across crates); detected breakage forces major (minor on 0.x); render ⚠ API-breaking / ✓ compatible badges with collapsible detail in the standing-PR body (release-plz's PR rendering is the reference).
- Design the slot so later plugins are additive: Go
apidiff if Go ever ships; a TS public-API diff (api-extractor) would be novel in the entire JS field.
- Config: per-package opt-out; behavior on tool-missing = skip with warning (soft, like the LLM pipeline).
