fix(notes): demote Dependabot deps-dev bumps by default - #645

The default changelog.demoteScopes was ["deps"], so Dependabot's chore(deps-dev) development-dependency bumps rendered under "Changed" instead of the "Dependencies & version bumps" subsection. Default to ["deps", "deps-dev"] via a single DEFAULT_DEMOTE_SCOPES constant shared by the schema and the standing-PR renderer. The default
changelog.demoteScopeswas["deps"]. Dependabot usesdeps-devas the scope for development-dependency bumps, so those entries showed up under Changed in standing-PR changelogs. They belong in the Dependencies & version bumps subsection, and the desktop-mobile standing PR shows the problem (#699, #681, #628).DEFAULT_DEMOTE_SCOPES = ['deps', 'deps-dev']to@releasekit/configand use it as the schema default and as the standing-PR renderer fallbacks. The fallbacks were previously hardcoded in three places.releasekit.schema.jsonanddocs/configuration.md.deps-deventries are demoted by default.Projects that set
demoteScopesexplicitly are unaffected. Unscoped commits such aschore: update depsare still out of reach for scope-based demotion.Related Issue(s)
