fix(publish): skip crates marked publish = false - #693

Conversation
Publish's cargo discovery took every update directory with a Cargo.toml, so a crate with `publish = false` or `publish = []` (typically a napi-rs package's crate) was sent to `cargo publish`, failing the release. The version side already skipped these; both now share isCratePublishable. Closes #692 Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Description
Publish's cargo discovery (
findCrates) took every update directory with aCargo.toml, so a crate markedpublish = falseorpublish = []was sent tocargo publish. The usual case is a napi-rs package:package.jsonplus a crate that's never meant for crates.io. WithoutCARGO_REGISTRY_TOKENthe release failed at the auth check; with one, cargo publishrefused the crate. The version side already skipped these crates. Both now share
isCratePublishablefrom@releasekit/config.This matters more with #690, which turns cargo publishing on by default for repos with no
publishblock, so it should land before or with #690.Related Issue(s)
