feat: assign EIP to node

Hi, would be great to support also assigning EIP directly to a node

I came from https://github.com/MaterializeInc/k8s-eip-operator project, which is not maintained anymore and will be shut down soon.

If that helps, you could assign an EIP to any pod using hostNetwork: true to effectively assign it to a node.
