axe-core 4.14 turns on the label-content-name-mismatch rule by default. It fails on the button the GOV.UK Frontend file upload component adds, because axe joins the text of the button's child elements without a space and so looks for "No file chosenChoose file" in the accessible name. The accessible name does include all of the button's visible text, so this isn't an accessibility issue we can fix in forms-admin. Skip the rule for this page only, so it still applies everywhere else.
