This is the controller and routes for screens where we ask the user do they want to start a new submission or resume an existing incomplete one.
For forms that have the save and return setting on, we want to show them the page that asks if they want to start a new submission or resume one they already started. We also update the feature spec as the first page the user sees has changed.
