Add rake task to inspect a submission's deliveries - #2457

When a submission fails to arrive, support currently has to piece together the delivery record, SES bounce details and Solid Queue failed jobs by hand. Solid Queue lives in a separate database, so failed jobs are matched on the delivery's GlobalID in the serialized arguments. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

When a submission doesn't arrive, finding out why means piecing together the delivery record, the SES bounce details and any failed Solid Queue jobs by hand in a Rails console. This adds a rake task that shows all of that for a submission reference:
For each delivery of the submission, it prints:
