What this PR does:
Supersedes the failing checks on #7284. Adapts Tempo's strict YAML decode paths to
go.yaml.in/yaml/v3, updates custom YAML unmarshaler implementations to the v3 interface, and preserves existing tempo-cli migration YAML output formatting.Which issue(s) this PR fixes:
