Fix StartOS prerelease builder

Summary

• create the StartOS CLI installation directory before installing the pinned binary
• increment the package revision to 0.2.2:2

The initial v0.2.2-beta.2 workflow failed before package construction because GitHub runners do not pre-create ~/.local/bin. No package artifact from that tag was published.
