Run reports currently show reserved budget without aggregating observed calls, stage latency, or token-usage availability. Add scalar-only summaries for primary reviews, follow-ups, semantic adjudication, native claim/advisory calls, and tool reservations. Keep missing receipts, incomplete token tuples, unverified billing, and legacy timestamps explicitly unknown. Run elapsed now includes the final advisory; summed call latency remains distinct from wall-clock elapsed.
Pin the ordinary read-only pilot and artifact admission to the immutable source parent containing this change. The v17 profile, limits, endpoints, authority, provider requests, and deterministic disposition remain unchanged. No frozen v4 package is imported.
Validation: author and independent focused suites each passed 247 tests; root result-consumer/report integration passed 141 tests. Caller tests passed 66; independent pin tests passed 123. Ruff, YAML, and diff checks passed. Independent review CLEAR on all seven exact file hashes.
A provider-free projection of saved PR676 receipts matched all 20 request bindings, stage counts, token totals, and latency sums against an independently prepared oracle. It is a candidate projection, not retroactive telemetry or a quality claim. No provider calls or target effects were made for this verification.
