Stage copilot/analyze-gptq-enhancements-v2 into integration/review-2026-04

Stages the surviving Copilot GPTQ-Pro enhancement branch into the integration branch for review without touching main.

Why:

• Preserves the newer Copilot line of GPTQ-Pro config/quantizer/test work
• Gives a direct place to compare it against gptq-pro-cuda-kernel
• Keeps older/smaller duplicate Copilot branches out of main

Notes:

• This is intentionally separate from PR Stage gptq-pro-cuda-kernel into integration/review-2026-04 #5 so the branch can be reviewed independently.
• copilot/sub-pr-2 and copilot/analyze-gptq-enhancements look superseded and should be deleted once anything unique is preserved.
