Pins swift 6 in .tool-versions. Adds script/setup (PATH check, swift package resolve), script/test (swift test) and script/start (swift run). Rewrites the README to the standard Prerequisites/Usage/Structure template, replacing the homebrew and XCode instructions. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
