Closes #14583

What does this change?

The following changes will apply to the non Labs Galleries:

  • Moves the galleries meta to the left column in breakpoints above leftCol
  • Introduces straight lines between caption and byline in all breakpoints
  • In standfirst it updates the colour of the underline in links to be the same as the article border. On hover, it is the same as the standfirst
  • Sets max-width to the logo in branding
