Cuts v1.20.0. No source change — the feature is already on main (#490); this is the version bump plus the Foundation Rule 19 documentation sweep.

What ships

Issue What it adds
#489 The admin Health tab shows the last volume number (V-code) and the last shelf number (L-code) in use, each with the next free number — V0142 (next: V0143) — so a fresh sheet of barcode labels starts right after the occupied range. Trashed items still count, so a printed sticker is never reissued; same rule as the /catalog info line from #428.

Also: rustls 0.23.40 → 0.23.45 in Cargo.lock for RUSTSEC-2026-0285 (medium), flagged by this PR's own cargo audit run. Lockfile only, noted in ROADMAP and both manuals.

No migration. Pull, restart, done.

  • cargo clippy --all-targets -- -D warnings — clean.
  • docs/manual/build.sh — both PDFs rebuilt, 78 pages each, no undefined references.

The release-cut cargo audit flagged the transitive rustls in Cargo.lock
(TLS 1.3 handshake messages accepted across encryption-level boundaries,
medium). Lockfile-only update; noted in the v1.20.0 roadmap entry and
in both manuals' "What's new", PDFs rebuilt.
