Add telemetry history producer lineage gate

Summary

• add an optional inspect-history gate for preserved device-local Orchestrator producer lineage
• expose device-local producer context counts in telemetry history replay summaries
• document the gate as artifact integrity validation, not comparability/regression/deployment decision ownership
