Harden runtime seed run config handoff gate

Summary

• add Lab handoff regression tests for malformed Runtime history seed run_config in both embedded regression context and telemetry history artifact
• document that EdgeEnv validates seed run_config field types before producer-side Lab handoff
• keep the change scoped to local-first replay/comparability traceability; no deployment policy or schema rewrite
