Validate EdgeEnv handoff in Runtime Intelligence bundle gate

Summary

• add a lightweight EdgeEnv producer-side handoff manifest fixture with lab_bundle_alignment metadata
• let the Runtime Intelligence bundle gate consume --edgeenv-handoff and validate file/source/role/schema/boundary alignment
• update the optional GitLab artifact template and CI artifact gate to preserve the EdgeEnv handoff marker
