Align Runtime Intelligence GitLab gate with local smoke

Summary

• run the optional GitLab deployment-risk gate through the local Runtime Intelligence smoke script
• require deployment_risk_summary.json in the CI artifact gate and validate its pass status
• document that local and GitLab artifact gates validate the same file bundle
