Validate EdgeEnv handoff telemetry history artifact

Summary

• add the EdgeEnv producer-side runtime_telemetry_history fixture referenced by the handoff manifest
• validate that the optional handoff history artifact exists and preserves EdgeEnv history schema, coverage summary, and Runtime history seed ownership markers
• require the new handoff marker in the CI artifact gate and document the artifact contract
