Validate missing telemetry Orchestrator context

Summary

• add Lab bundle handoff validation for EdgeEnv missing telemetry entries with preserved Orchestrator context
• update Runtime Intelligence handoff history fixture with a missing-telemetry evidence gap
• extend CI/smoke markers and docs for the new handoff contract
