Release v0.0.69 improves AI usage reset countdowns, refresh timing and error display, restores Claude usage estimates, and keeps monitor input controls stable across restarts and refreshes.

• Display 24–47 hours instead of rounding countdowns down to one day; check session and weekly usage one minute after reset without overlapping requests or repeatedly checking expired reset times.
• Display usage errors as ?, retaining the full message on hover and the last successful values.
• Preserve Claude ETA history despite reset timestamp jitter, restore cached monitor responses, and pause automatic monitor polling during input switches.
• Keep release versions aligned in the manifests and lockfiles, with matching changelog and release notes.

Validation: frontend types, lint, production build, full coverage gate; Rust tests and strict clippy. The PR workflow also runs the browser E2E suite.
