docs(labels): new area labels and a just labels recipe - #137

…t labels recipe LABEL.md already documents the scheme, so it is extended instead of adding a second file: area/ptbr-pdf, area/ptbr-tools, area/viz, area/paper and area/tools. just labels creates or updates every label in its tables with gh label create --force. The four open issues without labels (#107, #116, #134, #136) now carry the full set. Tested: just --summary lists labels; just labels ran against h0ffmann/picasso and the new labels exist Co-Authored-By: Claude <noreply@anthropic.com>

Adds
area/ptbr-pdf,area/ptbr-tools,area/viz,area/paperandarea/toolsto LABEL.md, and ajust labelsrecipe that creates or updates every label from its tables (gh label create --force, idempotent). The labels are already applied on GitHub; open issues #107, #116, #134 and #136 got their type, area, status and priority.No consumer has to do anything.
