Replaces the scaffold go.yml with a ci.yml modeled on the sibling Rust repos: every action pinned to a commit SHA, empty top-level permissions with contents: read per job, a concurrency group, persist-credentials disabled on checkout, and pinned Go, Node, and golangci-lint versions. Lint now runs in CI for both the Go module and the dashboard, so a lint failure blocks the merge instead of landing silently. Preallocating args in openBrowser clears the one prealloc finding that stood in the way. Adds dependabot for gomod, npm, and github-actions, a pull request template, and CODEOWNERS over the release and CI automation.
