Config: maxObservationBytes and maxInputTokens with observation cutting - #711
A turn used to receive the whole screen, however big. Upstream bounds it: agents.<name>.maxObservationBytes and maxInputTokens set the budget, and a screen over it is cut with a marker. This ports that (upstream agent/observation-budget.ts, with its uses in observation-feed.ts, invocation.ts, act.ts, model/sdk.ts and config/agent.ts).
Config: maxObservationBytes (1024 through 16777216, default 262144) and maxInputTokens (1 through 1000000, default 64000) on the agents entry, AgentOptions, E2ESessionOptions and the fixture. Messages match upstream's boundedInt (... must be an integer from 1 through 1000000); the shared integer message for the other keys now says through too, as upstream's does. Upstream's removed-key hints are ported with it (agent timeout, maxTurns, maxModelTokensPerCall, limits; top-level specVersion, limits), since limits points at maxInputTokens.
ObservationBudget.ObservationByteBudget (upstream observationByteBudget) and ModelAdapter.TokenUpperBound / ImageTokenUpperBound (upstream adapter.ts).
SnapshotText.Render cuts at the budget as prepareObservation does (marker reserved, first node always listed, [observation truncated at the resolved observation byte limit]); a step that cut reports observationTruncated.
Act: ObservationFeed.Options / Text / ByteBudget (upstream ObservationFeedOptions, byteBudget), around context, ledger and instruction bytes. Judgments: Agent.ObservationByteBudget (upstream invocation.ts), plus the maxInputTokens pre-flight (STEP_BUDGET_EXHAUSTED, upstream sdk.ts).
Run limits: ResolvedAgent.RunLimits (upstream runLimits) feeds the trace screens, screen.tree(), the failure evidence and the report limits (merged across tests).
Docs: README, skills/e2e-dotnet agent and debugging references, COMPATIBILITY.md (the three "not ported" lines removed, an Agents entry added), regenerated API pages.
Upstream tests
Ported: agent-observation-budget.test.ts (all 5 it, AgentObservationBudget/ObservationByteBudgetTests); agent-config.test.ts "bounds budgets ...", "rejects unknown agent keys ...", "rejects a removed agent key", "gives every agent the built-in defaults", "accepts the model, judge, context, and budgets alongside it", and describe('run limits') (2 it); agent-observation.test.ts "truncates at the byte limit", "reports the byte cut, not the engine cut", describe('observation byte budget'); report-status.test.ts "fills the block from the largest per-agent values".
Partial (prefixed Partial_, reason in the doc comment): the four cut it of agent-observation.test.ts (no node index or bytes field, the port's tree format), and the two run limitsit that pass cli: { agents: ['ux'] } (the port has no agent selection on a run).
Skipped upstream it: none new.
Port-only symbols
ObservationFeedOptions.ContextBytes / LedgerBytes: upstream reads them from the step's metrics; the port keeps its metrics apart, so they travel in the options.
ObservationFeed.Rendered / _rendered / _pixels: a .NET-only render-once cache. Upstream applies byteBudget(pixels) inside capture and has no cache; the port renders text on demand for the executor, the size check and the model, so one look is rendered once (after the executor sets the pixel flag, hence not in capture).
ModelAdapter (static class holder for upstream's two free functions), ObservationBudgetLimits / ObservationBudgetRequest (records for upstream's interfaces), SnapshotText.CutState (private), ResolvedAgent.MinObservationBytes / MaxObservationBytesLimit / MaxInputTokensLimit (the bounds upstream writes inline), Agent.CheckInputBound (upstream's pre-flight lives inside the SDK adapter; the port's judgments call IAgentModel directly), ReportLimits.Max, ReportFile.RunState.Limits, BuildReportOptions.Limits (the port builds one report per test and merges them; upstream has one resolved config).
E2EDefaults.MaxObservationBytes / MaxInputTokens (upstream DEFAULT_OBSERVATION_BYTES, DEFAULT_INPUT_TOKENS); StepScreens.DefaultObservationBytes is removed in favour of it.
Tests with no upstream it
AgentObservationBudget/ObservationBudgetWiringTests (3 tests: a judgment and an act cut the screen to the agent's limits, a judgment over MaxInputTokens is refused before the model is called). Upstream tests the function only, nothing covers the call sites.
Minor decisions
The header Screen (route): counts against the budget; the engine-cut note is replaced by the byte-cut marker when both apply, as upstream.
The act loop is not pre-flighted, as upstream's is not.
The ledger is serialized before the step's feed is built (it only depends on completed steps), so the start look is cut with its real size.
Tests
E2E.Tests subsets (agent, config, report, replay, cache, judgment, explore, screen): 815 passed, plus the 264 of the first targeted run. A full E2E.Tests run did not finish on this loaded host (the CI run covers it).
TestCategory=RealModel with the GitHub Copilot login: E2E.Agent.Tests 17 passed, E2E.Sample 1, E2E.NUnit.Tests 1. samples/MobileApp.E2ETests cannot start its device daemon here (Node/agent-device), unrelated. E2E.Mobile.TestsCapturedDeviceSnapshots fail on this Windows host (known CRLF failures).
Checked by hand against the CLAUDE.md C# list (the dotnet-claude-kit:code-review skill is not installed).
Added maxObservationBytes (1,024–16,777,216; default 262,144) to limit screen content sent per request. Oversized observations are truncated and marked.
Added maxInputTokens (1–1,000,000; default 64,000) to cap model request input. Requests exceeding the limit fail before being sent.
Screen diffs in trace feeds now follow the run’s observation byte limit.
Run reports reflect the largest observation and input limits configured across agents.
Documentation
Updated configuration guidance with the new settings, their defaults, validation ranges, and effects on observations and reports.

Port upstream agent/observation-budget.ts: the agent keys, the byte budget
around what the request already costs, the cut of an over-budget screen in
acts and judgments, the judgment pre-flight, and the run limits.

Walkthrough
Agent settings now support observation-byte and input-token limits. The change applies those limits to screen rendering and model requests, propagates them through run configuration, and includes resolved limits in reports. Documentation and tests cover configuration, truncation, and request-budget behavior.
Agent configuration accepts maxObservationBytes and maxInputTokens, validates their ranges, and applies defaults of 262,144 bytes and 64,000 tokens. The values are carried through resolved-agent, session, fixture, and explorer options. The API and agent documentation describes the settings, and API source links are updated.
Budget observations and model requests src/E2E/Agent/{ObservationBudget.cs,Model.cs,SnapshotText.cs,ObservationFeed.cs,Agent.cs,Act.cs,ActContext.cs,ActTools.cs,AgentObservation.cs}, tests/E2E.Tests/AgentObservation/*, tests/E2E.Tests/AgentObservationBudget/*
The observation budget accounts for request content and optional screenshots. Snapshot text is cut at the byte budget and reports truncation. Model requests are checked against the configured input limit before sending; an over-limit request can fail with STEP_BUDGET_EXHAUSTED. Tests cover budget calculations, rendering, truncation status, and preflight failure.
Apply run limits and report them src/E2E/Run/*, src/E2E/Locator/Screen.cs, src/E2E/Report/*, tests/E2E.Tests/ReportStatus/*, COMPATIBILITY.md
Run trace screens and failure evidence use the largest configured observation-byte limit across agents. Reports include resolved limits, and accumulated reports merge limits by retaining the larger observation-byte and input-token values.
The PR retains bounded but material documentation and budget-enforcement inconsistencies: some observations may be truncated unnecessarily, and oversized act requests can reach the provider instead of failing predictably.
Security architecture risk: Low · up to 50297
The change reduces oversized observations and rejects oversized judgment requests before sending. The settings are not a uniform request-size security boundary. The inspected changes do not establish expanded access or disclosure, but complete request and recovery coverage remains partial.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — Large target-page content affects observation size and requests to the session's configured provider. The inspected change constrains that flow without granting new action authority or introducing a new destination; it does not establish tenant-wide or deployment-wide exposure.
Security Findings and Attack Paths
observed — Built-in act requests reach the provider through ToolLoop without the new maxInputTokens preflight. Full-base comparison shows that this dispatch path is unchanged, so its existing oversized-request exposure is not retained as a PR-introduced security concern. Observation clipping does not make it a request-wide containment boundary.
Trust Boundaries and Controls
observed — Judgment requests are checked after system-text redaction and before provider dispatch. The check covers selected request content rather than the complete serialized provider payload: tool definitions are passed separately and are not included in CheckInputBound.
Resilience and Maintainability Implications
observed — The inspected act terminal block closes accounting and records metrics; it does not restore already-mutated target state. That block is unchanged by this PR. The new judgment preflight therefore does not establish a new rollback guarantee, and broader attempt-level cleanup and cache recovery remain unproven.
Hardening Proposals
proposed — If these settings are intended to provide request-wide resource containment, centralize pre-send accounting across standard act and judgment dispatch, include tool schemas and serialization overhead, and explicitly define the obligations of custom executors.

Full details: Linked Issues check
Explanation
Issue #646 has one direct coding requirement: add the observation budget options and cut screens over budget so a turn stops receiving a full snapshot. The whole-PR evidence covers this. (1) Config: maxObservationBytes (1,024 to 16,777,216, default 262,144) and maxInputTokens (1 to 1,000,000, default 64,000) are added to AgentOptions, ResolvedAgent, AgentConfig, E2ESessionOptions, and E2EFixture. Defaults come from E2EDefaults. (2) Budget calculation: src/E2E/Agent/ObservationBudget.cs defines ObservationByteBudget. It subtracts fixed request bytes, measured instruction bytes, a 4,096-byte reserve, and an optional screenshot reserve from MaxInputTokens. It floors the result at 1,024 and caps it at MaxObservationBytes. (3) Cutting: SnapshotText.Render with a byte limit reserves room for a truncation marker and reports cut. ObservationFeed and Agent.LookAsync apply the budget to act and judgment observations. A cut marks the step observationTruncated. (4) Pre-flight: CallModelAsync refuses a request over MaxInputTokens with STEP_BUDGET_EXHAUSTED before the model call. Tests cover budget calculation, rendering, config bounds, and wiring of judgment and act cuts. The COMPATIBILITY.md removal is a documentation task (non-coding). The summary reports the three lines removed. The file read was truncated, so I did not confirm those line removals directly. This does not change the coding verdict. I did not re-read Agent.cs or SnapshotText.cs line by line. The verdict relies on the whole-PR summary, which describes these changes concretely.
Full details: Out of Scope Changes check
Explanation
Each change group traces to the budget options or to the COMPATIBILITY entries that #646 names. (1) Budget wiring: ObservationFeed, SnapshotText, Agent.cs, Act.cs, ActContext.cs, ActTools.cs, and Model.cs (ModelAdapter token bounds) carry the budget into act and judgment paths. (2) Config: the new keys, their bounds, and the shared integer message change from "to" to "through" are part of the bounded-integer validation this PR adds. (3) Removed-key hints for timeout, maxTurns, maxModelTokensPerCall, limits, and specVersion are config-validation text. The PR states they match upstream and that limits points to maxInputTokens. They are adjacent to #646 rather than strictly required by it. They do not add behavior outside configuration errors, so they are not a demonstrated unrelated change. (4) Run limits: ResolvedAgent.RunLimits, ReportLimits.Max, ReportFile, BuildReport, and AttemptReport write the resolved budget values into the report limits block. They reflect the new settings and do not add an unrelated feature. (5) Failure evidence and screen tree use E2EDefaults.MaxObservationBytes, which replaces StepScreens.DefaultObservationBytes. This is a direct consequence of the new setting. (6) Generated API pages, README, and skill references document the new options. Source-link line-number changes in generated API pages are regeneration churn, not behavior change. No change in the whole-PR evidence is unrelated to #646.
Full details: Upstream Parity
Explanation
Point (2) remains unresolved. The PR now ports the upstream case “truncates at the byte limit while keeping the root and flagging truncation” in tests/E2E.Tests/AgentObservation/PrepareObservationTests.cs:32-42, but it does not add a test for the separate upstream case “keeps the root even when it alone exceeds the limit.” The root in the added test is short and fits within the 256-byte budget. The other byte-budget test also uses the same short root. No test under tests/ covers an oversized root with a budget below the root line. This leaves the prior parity failure standing.
Resolution
Add a Partial_ test in tests/E2E.Tests/AgentObservation/PrepareObservationTests.cs for upstream “keeps the root even when it alone exceeds the limit.” Use a root whose rendered line exceeds the byte budget, assert that the root remains, and document the partial-port reason. Keep the existing skill, guide, API, and COMPATIBILITY updates.

Update the stale "Not ported" note for the per-agent limits test.
Line 664 says the "fills the block from the largest per-agent values" test is not ported because "the config rejects those keys". This PR ports maxObservationBytes and maxInputTokens. It also adds ReportStatus/RunLimitsTests with Partial_fills_the_block_from_the_largest_per_agent_values_and_the_fixed_ones_in_the_report_1_shape. The same line still describes RunLimitsTests as covering only "the default-limits case". Remove the "Not ported" entry. Say that the per-agent case is ported as partial, because the port has no agent selection on a run.

Code review triage: the act budget not counting the system prompt/tools, the extract schema, and the raw (unredacted) instruction bytes in the act path all follow upstream (observation-feed.ts, invocation.ts), so they stay. The repeated render is fixed (a look is rendered once). The removed config keys are upstream's; they are named in COMPATIBILITY.md.

The act ToolLoop sends requests through its own model-call path. That path does not check maxInputTokens, so an over-budget request can reach the provider and return CONTEXT_OVERFLOW. Document the preflight guarantee only for built-in judgments.

Answers to the failed Upstream Parity check: (2) upstream agent-observation.test.ts has no keeps the root even when it alone exceeds the limitit (I read the file on tester-army/e2e main; the only root-related it is truncates at the byte limit while keeping the root and flagging truncation, already ported as a Partial test, and never exceeds the budget, including the truncation marker is ported too), so there is nothing to port. (4) Upstream's skills/e2e/SKILL.md does not mention these settings (they are in the references, ported); I still added a short mention to skills/e2e-dotnet/SKILL.md. The docs-site/public/api redirect pages are no longer in this PR's diff against main after the merge. API docs were regenerated after merging main.
/code-review follow-up, checked against tester-army/e2e main; no change made.
Truncation marker versus the off-screen hint: upstream prepareObservation (agent/observation.ts) chooses one marker, the byte-limit marker when the budget cut the listing, else the engine marker when the engine truncated. It never appends both. SnapshotText does the same, so the either/or is upstream's.
Screenshot reserve: upstream ObservationFeed.byteBudget(pixels) passes the requested pixels flag to observationByteBudget, which adds PIXEL_RESERVE whenever it is set, whether or not the pixels are later withheld. The port matches.

ObservationFeedOptions.ContextBytes/LedgerBytes: upstream reads them from the step'smetrics; the port keeps its metrics apart, so they travel in the options.ObservationFeed.Rendered/_rendered/_pixels: a .NET-only render-once cache. Upstream appliesbyteBudget(pixels)insidecaptureand has no cache; the port renders text on demand for the executor, the size check and the model, so one look is rendered once (after the executor sets the pixel flag, hence not in capture).ModelAdapter(static class holder for upstream's two free functions),ObservationBudgetLimits/ObservationBudgetRequest(records for upstream's interfaces),SnapshotText.CutState(private),ResolvedAgent.MinObservationBytes/MaxObservationBytesLimit/MaxInputTokensLimit(the bounds upstream writes inline),Agent.CheckInputBound(upstream's pre-flight lives inside the SDK adapter; the port's judgments callIAgentModeldirectly),ReportLimits.Max,ReportFile.RunState.Limits,BuildReportOptions.Limits(the port builds one report per test and merges them; upstream has one resolved config).E2EDefaults.MaxObservationBytes/MaxInputTokens(upstreamDEFAULT_OBSERVATION_BYTES,DEFAULT_INPUT_TOKENS);StepScreens.DefaultObservationBytesis removed in favour of it.Tests with no upstream
itAgentObservationBudget/ObservationBudgetWiringTests(3 tests: a judgment and an act cut the screen to the agent's limits, a judgment overMaxInputTokensis refused before the model is called). Upstream tests the function only, nothing covers the call sites.Minor decisions
Screen (route):counts against the budget; the engine-cut note is replaced by the byte-cut marker when both apply, as upstream.Tests

New Features
maxObservationBytes(1,024–16,777,216; default 262,144) to limit screen content sent per request. Oversized observations are truncated and marked.maxInputTokens(1–1,000,000; default 64,000) to cap model request input. Requests exceeding the limit fail before being sent.Documentation
