Fix three intermittently failing Linux CI tests - #723
Three tests failed on the Linux restore-build-test job on unrelated PRs (#718, #722 and earlier runs) and passed on rerun. The failure logs show a different cause for each one. This PR fixes each at its cause.
Cause and fix per test
PlaywrightProtocolTests.Replaces_a_dropped_playwright_browser_with_a_new_lease_at_the_next_attempt failed with TargetClosedException from WebSession.DisposeAsync. The test kills the grid, then disposes the session. When the connection has not yet noticed the drop, BrowserContext.CloseAsync sends to a dead socket and throws. The dispose is the cleanup that must survive a dropped grid ("a leased browser is released after its connection closes, whether or not the close succeeded"), so DisposeAsync now treats a closed-target answer to the context and browser close as closed.
RunAppsTests.Starts_the_command_again_when_the_app_has_ended failed on the last assertion (the restarted app was not reachable). The test app's listener closes a moment before the process is reaped, so the test's "wait until unreachable" loop can leave while Process.HasExited is still false. RunApps.StartAsync then rightly returns the still-registered app, which is already dead. The test now calls StartAsync again until it returns a new target (not the one it already holds), bounded at 20 s, then asserts the new app answers.
CdpSessionRecoveryTests.Counts_reconnect_time_against_the_operation_budget failed in the setup: navigate to /login: Timeout 750ms exceeded. The helper gave the engine the short 1 s ActionTimeout, and the port session has only that one budget, so it bounded the first navigation too. Cold Chrome on a loaded runner outlasts 750 ms. The helper now retries the setup navigation (up to 3 tries) when a short budget is set.
What upstream does
Test 3: upstream's start() opens /login under its own operation() (10 s) and applies the short budget only to the operation under test (fixtureOf(engine, 1_000)). The port's session has one ActionTimeout, so there is no per-operation budget for open. The assertions of the ported test are unchanged.
Tests 1 and 2 are .NET-only (no upstream it; upstream's lease always carries a CDP endpoint, and upstream's runner owns app start).
Not changed: ManagedProcessStallDiagnosticsTests.Names_the_URL_it_waits_for_on_a_readyUrl_command (seen once, 7s where 5s expected). The port formats the notice from the real elapsed time like upstream (Math.round((startupTimeout - remaining) / 1000)), but upstream's tests use fake timers, and the port's ManagedProcess has no clock seam, so the real 10 s budget is load-sensitive. Fixing it needs a clock seam in ManagedProcess; I left it for a separate issue.
Upstream parity
Upstream change/file ported: none. This is a test-stability fix. Compared against packages/web/tests/integration/cdp-recovery.test.ts (start, fixtureOf), packages/web/src/attempt-session.ts (close/release) and packages/e2e/src/run/managed-process.ts.
Port-only symbols in src/: WebEngine.WebSession.CloseDroppedAsync (private, .NET-only: Playwright-protocol leases exist only in the port, and the exception type is internal to Playwright for .NET so it is matched by name).
.NET-only retry, named: the /login retry (up to 3 tries on OPERATION_TIMEOUT) in CdpSessionRecoveryTests.StartAsync has no upstream counterpart. Upstream opens /login once under its own 10 s operation(); the port session has a single ActionTimeout and no per-operation budget, so a short budget also bounds the setup navigation. It applies only when a short budget is passed (two tests).
Partial tests: none. The ported Counts_reconnect_time_against_the_operation_budget keeps its name, steps and assertions; only its shared setup helper changed (retry on the first navigation, named above as .NET-only).
dotnet test tests/E2E.Tests --filter CdpSessionRecoveryTests|PlaywrightProtocolTests|RunAppsTests: passed on Windows (the races are Linux-timing; reasoned from the CI logs).
dotnet test E2E.slnx --filter TestCategory=RealModel: E2E.NUnit.Tests, both samples and E2E.Agent.Tests pass; the WinApp and Mobile benchmark apps fail at setup (no unlocked desktop, no device).
Browser sessions now handle connections that are already closed more cleanly during shutdown, reducing interruptions while a session is closing.
Tests
Automated login checks retry temporary timeouts for a limited number of attempts.
App restart checks allow time for the previous process to finish closing, then verify that the restarted app is reachable within a limited wait period.

Walkthrough
WebSession disposal now handles already-closed targets. The CDP recovery helper retries qualifying login timeouts. The RunApps restart test retries startup while it returns the original target, up to a 20-second deadline.
Disposal uses CloseDroppedAsync for context and browser closure. The helper suppresses PlaywrightException when its runtime type name is TargetClosedException. Other close failures propagate.
StartAsync retries /login up to three times when actionTimeout is non-null and navigation fails with OPERATION_TIMEOUT. Other failures propagate.
App restart retry

Summary
Retry startup after the app ends tests/E2E.Tests/RunApps/RunAppsTests.cs
The restart test retries StartAsync every 100 ms while it returns the original target and the 20-second deadline has not passed. It then asserts that the final target differs and that its app is reachable.
hardkoded/e2e-dotnet#629: PR #629 handles attempt-closure cleanup failures. This change affects which close failures it can receive.
hardkoded/e2e-dotnet#582: PR #582 reports standalone attempt disposal errors. This change affects which close errors are observed.
hardkoded/e2e-dotnet#699: PR #699 adds RunApps.StartAsync and the restart test that this change updates.

Full details: Upstream Parity
Explanation
No upstream-parity failure is introduced. The PR body names CloseDroppedAsync as .NET-only and explains the missing upstream Playwright-protocol lease. It names both RunApps changes as .NET-only; COMPATIBILITY.md also records RunApps/ as .NET-only. It explicitly names the /login retry as a .NET-only difference caused by the single .NET ActionTimeout versus upstream's separate operation budget. The diff adds no public API, and no skills or docs mirror is required. The upstream checkout was unavailable, so this assessment uses the PR report and COMPATIBILITY.md as permitted. Prior failure refuted: The current PR body explicitly names the /login retry as .NET-only and gives the reason: .NET has one ActionTimeout, while upstream uses a separate operation budget.

Open /login outside the short budget in the CDP recovery tests, start the app again until it answers in RunApps, and treat a close that finds a dropped Playwright grid as closed.
