Wire TopicCatalog into generated indexes and MkDocs hooks so canonical topic packages drive collapsed discovery cards, redirect pages, service-first sidebar hierarchy, bounded topic navigation, and related sample rendering while preserving legacy reader flows. Add targeted regressions for canonical topic collapse, redirect head rewriting, legacy compatibility, service fallback paths, topic-aware navigation, and sample/search handling. docs/services/<service>/<topic>/중심의 40개 주제 패키지로 재배치했습니다.samples/<sample>/아래로 이동하고sample.yml의used_by로 문서 소유권을 명시했습니다.배경
기존 구조는 문서 유형과 서비스, 샘플 저장소가 서로 다른 계층을 사용해 하나의 주제가 여러 위치에 흩어졌습니다. 이 때문에 연결 문서를 이어 읽기 어렵고 예제 코드가 어느 문서에 속하는지도 파악하기 어려웠습니다. 폴더, 메뉴, URL, 읽기 순서와 샘플 소유권을 하나의 주제 경계로 통일합니다.
