Summary

On Orca 1.4.220, every pinned OMP worker fails with FAILED … pin not applied … saw none, even though the pin works. Orca no longer reports OMP's status or model (stablyai/orca#24436), so the check has nothing to read. This PR:

• marks OMP's pin spec-unchecked, as Pi's already is: the pin still travels as a spec line, and the extension still applies it and stops a bad one;
• rewrites OMP's user caveats: drops the stale [Bug]: worker-start --agent omp fails at agent_readiness: OMP 18.4 idle title "π > dir" is not recognised as idle stablyai/orca#24068 sentence and says a working OMP worker shows as needing attention;
• updates the checklist's OMP rows and lifts the standing #24068 skip;
• records the decision in docs/decisions.md (2026-10-05);
• bumps the version to 0.23.1.

dely.js, the skills, the extension and every other harness entry are unchanged. 0446da2 is the owner's own pin change, committed separately.

Finding: dely wait reports ATTENTION for a healthy OMP worker. This is the projection of Orca 1.4.220, and it was already seen on 1.4.215. 4d7d581 corrects the caveat to match. Turning it into a code fix is deferred until stablyai/orca#24196 ships.

Not run (the owner scoped this to OMP rows plus stubs): the Claude Code and Codex worker rows, the Control rows, rows 4–7, Pi rows 13–16, and row 11.
