Change description
Grant scoped CDAM ATTACH permission to et_cos for EMPLOYMENT and sptribs_case_api for the configured Special Tribunals case types.
This supports decentralised case persistence where the service, rather than CCD, is responsible for committing case data and must be able to attach documents it introduces during submit before committing its own transaction.
