Largely a duplicate of #1265. This PR contains each change from there, plus some additional content changes as requested by our UCD team. This means the addition of three emails:
Successful GIR submission
Generic errors in GIR submission
Received when the contents of a GIR do not pass various validations.
Critical errors in GIR submission
These represent technical or other more serious error cases.
