Adopts HPDS (common, data, etl, processing, service, genomic-processor, war, docker) onto the
pic-sure-api reactor: parent+BOM (versionless where governed), Java 25. HPDS-scoped dependency pins
remain in the service's own poms; HTTP-client convergence for the etl module is deferred (FO-1,
enforcer follow-up in psar/15). Adds a reactor-aware path-filtered CI workflow enumerating all
eight children. Diff vs PR13 = exactly the refactor. Top of the carve chain.
Two commits: commit 1 is the refactor (byte-identical to the frozen carve-source tree); commit 2 is mechanical spotless normalization by the repo formatter (line re-wrapping only). Review commit 1 for substance.
Reconciliation with psar libs: none.
Verified: full-reactor
mvn -T1C clean verifygreen from the root; service tree byte-identical tocarve-source; gitleaks clean.
