[codex] Rename Loops vendor namespace to hosmelq

[hosmelq]

Summary

• rename the Composer package from plutolinks/loops to hosmelq/loops
• update the PSR-4 namespace from PlutoLinks\\Loops to Hosmelq\\Loops across source and tests
• refresh README installation/usage examples and changelog repository links

Why

The package vendor and PHP namespace still referenced the previous plutolinks identity. This change aligns package metadata, autoloading, code references, and documentation with hosmelq.

Validation

• composer validate --no-check-publish
• php -l across src/ and tests/
• composer test could not run because this workspace does not have vendor/ installed and pest is unavailable
