Releases the below commit from core
This is blocked from merge because HBA has a custom change that seems like it was only over here to have different default text in this field and also custom content that gets expanded. We'll need to figure out how we want to configure this in core. If we don't expect to ever bring the new designs to HBA, we can also just not bring the change over into the deprecated page.
