Migration to hub-utils-prod-us-east-1 complete; prod.yaml becomes the single source of truth (env/prod-v2.yaml turns into a no-op and gets deleted once the Argo app drops it from its valueFiles).

Migration cleanup (same fold as the previous waves): the ALB identity moves into prod.yaml, env/prod-v2.yaml becomes a strict no-op (deleted in a follow-up once the renamed Argo app drops it from its valueFiles).
