Prepare v1.10.0 release

Summary

• bump publishable packages and examples to 1.10.0
• add v1.10.0 changelog/release notes and sync package changelogs
• ignore local-only planning files without deleting them
• align the public API table with the SpectrumCanvas scale prop
• refresh checked demo media assets from demo QA
