PR #22 migrates ci.yml to the shared i2mint/wads reusable-workflow stub; every hosted-CI run on the branch completes instantly as action_required with zero jobs.

Confirmed pattern across four repos now: it happens specifically on a repo's FIRST-ever call to i2mint/wads/.github/workflows/uv-ci.yml@master. Every repo already on the stub before this session (astern, ir, contaix, mixing, falaw, lacing) dispatched CI normally when touched.

Likely cause: a one-time, per-repo "approve this external reusable workflow" gate clearable only via the GitHub web UI (Actions tab). No REST endpoint available to clear it from here.

Two data points from the 2026-09-26 cloud sweep, labelled needs-local because clearing the gate needs the GitHub web UI.

• PR Cloud sweep: mask secret-looking prompts, #16 split, skills + AI-first README, sdist skill fix, PyPI metadata #31 still uses the inline uv workflow, and its CI dispatched real jobs straight away (Read Configuration was queued within seconds). That fits the diagnosis above: the action_required gate is specific to the first call of the reusable uv-ci.yml stub, not a repo-wide Actions problem.
• chore: remove vestigial setup.cfg, add [tool.wads.ci], migrate CI to the stub #22 is now mergeable_state: dirty. setup.cfg was version-bumped on master after the branch was cut, and the PR deletes that file. Once the Actions-tab approval is cleared, merge master into chore: remove vestigial setup.cfg, add [tool.wads.ci], migrate CI to the stub #22 and keep the deletion.
