Adds user_store: bool = False to AppConfig and maps it from app.toml. A public app with optional sign-in can then get enlace_auth's per-user store for its signed-in visitors. enlace carries the flag and does not interpret it, as with access.

First consumer: enlace_auth's owner-granted data shares (i2mint/enlace_auth ADR 0001, PR to follow).

Tests: test_discover_user_store_flag (asgi + frontend-only apps; default off). Locally test_cors.py::test_default_allows_any_origin_but_never_credentials fails on main too (environment), untouched here.

A public app with optional sign-in (its signed-in visitors keep their data on
the server, everyone else keeps it in the browser) needs the auth plugin's
per-user store, which today only protected:user apps get. `user_store = true`
in app.toml says so. Like `access`, enlace carries it and does not interpret
it; enlace_auth reads it (owner-granted data shares, enlace_auth ADR 0001).
