Follow-up to #28, which was merged with the Windows job red (my gating mistake: the merge command was chained after the check listing instead of conditioned on it). The failure was one fixture read:
tests/test_normalizer.pyread the newascii_art_untouchedfixture with the platform default encoding, and cp1252 cannot decode box-drawing characters. Both reads are now explicit UTF-8. No package code changes.
