Summary

Found via a Priority E doctor-sweep pass (AI enablement / README-vs-code / wads-setup audit):

• Removed setup.cfg. Its dependency pins had drifted badly from pyproject.toml (e.g. Sphinx>=3.3.1 vs the real sphinx>=9,<10, myst_parser>=0.15.2 vs myst-parser>=5.1,<6) -- pure unmaintained legacy cruft; hatchling reads pyproject.toml only. Not read by anything in the repo (verified by grep), and not needed by epythet's own config-loading fallback either (load_config/parse_config prefer pyproject.toml, and only fall back to setup.cfg for other packages that lack one).
• Removed MANIFEST.in. Referenced epythet/_static/docsrc/* files that no longer exist (templates.py/scaffold.py generate that content now) and nothing in the repo reads it (hatchling doesn't use MANIFEST.in).
• Fixed .claude/CLAUDE.md's CLI summary line -- it listed 9 of epythet's 12 real top-level commands, missing repair, migrate-style, and sweep (all present in epythet --help).
• Migrated CI to the reusable-workflow stub. Was on "Modern uv (inline)", CI green -> sanctioned moment per the wads-migrate skill. Also fixed the empty tool.wads.ci.project_name.

Everything else checked clean: all 8 skills' and both agents' frontmatter matches their dirnames/descriptions; no broken symlinks; the flagship epythet quickstart / README claims spot-checked against epythet --help and epythet/cli.py.

Config/docs-only change; self-reviewed only.

Test plan

• wads ci-local green (536 tests + 16 skipped incl. two Sphinx smoke builds, ruff, build) -- confirms nothing depends on the removed setup.cfg/MANIFEST.in

Same action_required/zero-jobs anomaly as i2mint/py2mcp#15, thorwhalen/artful#11, thorwhalen/skill#10, i2mint/config2py#22 (5th confirmation this session) -- hits every repo's FIRST-ever call to i2mint/wads/.github/workflows/uv-ci.yml@master, never a repo already on it. wads ci-local is fully green locally (536 tests, ruff, build). Leaving this PR open; filed a manual-task issue.

Verified from the API at the end of the 2026-09-22 crowsnest run: this run sits at action_required with zero jobs, POST /actions/runs/{id}/approve refuses it ("not from a fork pull request"), and rerun refuses it too. It needs the one-time approval button in this repo's Actions tab — the first call to the shared reusable workflow. wads ci-local is green on this branch; nothing else blocks the merge.
