Migrate to pyproject + uv CI (modern wads) - #1

setup.cfg/setup.py -> pyproject.toml (hatchling); legacy isee/pylint CI -> uv CI. Declares pydrive2 + requests deps (SPDX Apache-2.0 license). testpaths -> pydrivedol (tests live in pydrivedol/tests). Fixes the two pure helper tests to call pydrivedol.base._extract_* (were referencing them at the package root, which doesn't export private helpers) — these were failing the legacy CI.
