Add bounded evidence for raw HTML, missing-page recovery, developer links, agent guidance, and trust pages. Include report guidance, regression tests, and the 0.2.39 release bump.

Adds bounded content-profile checks for initial HTML, honest missing-page responses, Markdown recovery, named developer resources, when-to-use guidance, and about/contact/privacy pages.
Extends structured schemas, MCP fix guidance, CLI and web copy, and regression tests while keeping API, application, and commerce checks out of content-only results.
Bumps the public package and Claude plugin to 0.2.39.
Verification: pnpm build, pnpm typecheck, pnpm test, pnpm lint, package contract tests, resource harnesses, CLI help checks, live ian.is and keep.md runs, and pnpm pack --dry-run.
