Upgrade GitHub Actions to Node.js 24 compatible versions

Summary

Fixes the GitHub Actions deprecation warning about Node.js 20 and uploads the built DLL as a downloadable artifact.

Changes

• actions/checkout@v4 → actions/checkout@v5
• actions/setup-dotnet@v4 → actions/setup-dotnet@v5
• Add actions/upload-artifact@v6 step to publish HighriseApi.dll from the Release build

Both v5 checkout/setup-dotnet releases target the Node.js 24 runtime, which aligns with GitHub's deprecation of Node.js 20 on hosted runners.

After a successful workflow run, download the DLL from the Artifacts section on the run summary page.
